“Although the following observations were not written for the public, it has nevertheless been thought that the subjects is one of sufficient importance, both in the United States and Europe, to warrant publication. These views are offered, therefore, in the hope that public and unprejudiced discussion on both sides of the Atlantic may enable some settlement to be arrived at by the United States of the just and legitimate claims that are set forth in the following pages. “The conclusions arrived in the following pages are,—that the Confederate States had only belligerent and not international rights; that the Confederacy being an illegal corporation according to United States law could not issue Bonds which would be valid against either the Untied States or the legal State Governments of the South; that therefore neither the Cotton Bonds nor the Dollar Bonds have ant validity whatever as Confederate Debt in the absence of the Confederacy….”
